The Mask of Mirrors by M. A. Carrick

Everyone has an agenda in this city. The culture and politics surrounding the plot are super complicated. It really helps to have the cast of characters at the beginning of the book (and extra materials online). It's a slow (slightly sprawling) story, but definitely picks up once the setting is fleshed out. I look forward to the Rook and the Rose working together!
